Ms. Frawley is a Financial supervision and regulation leader with broad capital markets experience and deep expertise in assessing board governance and risk management. During her career, she built and led new programs and functions critical to advancing supervisory and regulatory abilities. Caroline played a key-person role as part of the crisis response during the global financial crisis and COVID 19-crisis. She contributed to domestic and international policy development and global collaboration through efforts with Basel Committees. 

In her earlier career, she participated on several technical assistance missions in Russia, the Czech Republic, Thailand and Austria to assist foreign central banks in establishing and/or strengthening supervisory functions. Caroline also helped investigate bank fraud cases with the Governments of Austria and Italy, including one involving Iraq.
